To be perfectly honest, having a plane is better than having no plane -- campaigns at this point just go from private airport (that's what "FBO" means) to private airport, and anyone flying commercial would probably spend more time watching CNN in the lobby than watching the candidate. On the other hand, it is a really crappy plane.

You probably know that FBO really means: fixed base operator, and it does not have to be private. A lot of smaller cities run FBOs. They may look private because they do not have scheduled commercial airline flights. But the flight you are on is technically commercial - someone rented the plane from a commercial outfit and the FAA requires the pilot to mean commercial standards.
